Rotorua Dog Pound and Rescues

Most rescue dogs in Rotorua pass through the council pound at Horohoro. You can adopt straight from the pound, from SPCA Rotorua, or through Vada's Angels, the foster rescue the council works with. This guide explains each route, what it costs, and the pound closure that runs to the end of 2026. It draws on the Rotorua listings we gather in one place.

The short answer

The Rotorua Pound rehomes dogs directly for $195 (male) or $245 (female), but it is closed to the public until the end of 2026, so phone 07 348 4199 first. SPCA Rotorua on Old Taupo Road adopts by appointment at national SPCA fees. Vada's Angels Animal Rescue is the only charity the council works with to rehome its dogs, and it places them through foster homes. Applying to more than one is normal.

1. The Rotorua Pound

Location: 210 State Highway 30, Horohoro. Closed to the public from October to the end of 2026.

Run by: Rotorua Lakes Council Animal Control, phone 07 348 4199.

Re-homing fees 2026/27: female dog $245, male dog $195, plus annual registration.

The pound is the busiest route into rescue in Rotorua. The council impounded about 1,069 dogs in 2025/26, and it says many are classified menacing and cannot be rehomed. Dogs that can be rehomed are often posted in the council's Facebook group, Rotorua Pound - Homeless Hounds. The fee covers a parvovirus vaccination, desexing by Central City Vets and a microchip, and the dog is registered when you adopt. Read the council's Rotorua Pound page for the latest on the closure.

The council looks for someone ready to commit for the dog's life, possibly 15 years. You need a fully or partly fenced section with room to exercise, and a waterproof kennel if the dog will live outside. Staff check your property and your past dog ownership.

Best fit for: Adopters with a fenced section who want the lowest fee and are happy to work through the council.

Friction points: With the site closed, you cannot drop in to meet dogs, and everything starts with a phone call in office hours.

2. SPCA Rotorua

Location: 24 Old Taupo Road, Mangakakahi. Open Monday to Saturday 10am to 3pm, closed Sunday.

Type: Centre of SPCA New Zealand, the national charity.

Fees: Puppy under 5 months $399, dog 5 months to 8 years $149, senior 9 years and over $75.

SPCA adoptions are by appointment at every centre. You register to adopt online, apply for a dog, and the team books a time to meet. Many SPCA animals live in foster care, so the dog you want may not be at the centre if you just turn up. Each fee includes desexing, microchipping and vaccination, plus a $15 lifetime registration on the New Zealand Companion Animal Register and a $2.50 service charge. See the dogs at the SPCA Rotorua Centre.

Best fit for: First-time adopters who want a set process and fixed national fees.

3. Vada's Angels Animal Rescue

Location: Foster homes across the Bay of Plenty, with a farm base in the Western Bay.

Type: Volunteer, foster-based rescue and a registered charity.

Typical fees: Dogs $400, puppies $250 (puppy desexing at the owner's cost); varies by animal.

Vada's Angels pulls dogs from the Rotorua, Tauranga and Western Bay pounds and settles them in foster homes before adoption. Rotorua Lakes Council says it is the only charity it works with to rehome dogs, and 64 Rotorua pound dogs went through it in 2025/26. The process is an application, a shortlisted weekend meet-and-greet, a home check, then a trial of 7 to 14 days. The adult fee includes the microchip, first parvo vaccination, desexing and council registration to 30 June. Its available dogs page lists who is ready now.

Best fit for: Adopters who want to hear from a foster carer how a dog behaves in a real home.

Friction points: Popular dogs draw many applications, so not every applicant gets a meet-and-greet.

Which route should you try first?

Start with the dog, not the organisation. If a dog in the Homeless Hounds group suits you, ring the pound. If you want a fixed process, apply at SPCA Rotorua. If you want a dog that has lived in a foster home, watch Vada's Angels. Many Rotorua adopters do all three, and that is fine.

After you adopt: Rotorua rules

The Dog Control Act 1996 requires every dog over three months to be registered with its council. Rotorua registration is renewed each year by 30 June: $125 for an urban dog and $90 for a rural dog, with an $11 rebate for a desexed dog. The council's animal control fees page has the full list.

There is no paralysis tick in New Zealand, so Australian tick advice does not apply. Keep up flea and worm treatment, and keep your contact details current with the council and the microchip register so a lost dog comes home fast.

Frequently Asked Questions

Can I adopt a dog from the Rotorua Pound?

Yes. Rotorua Lakes Council rehomes suitable dogs from its pound at Horohoro and often posts them in its Facebook group, Rotorua Pound - Homeless Hounds. Ring Animal Control on 07 348 4199, Monday to Friday 8am to 5pm. The council checks your property and your history with dogs, and it can refuse an adoption.

Is the Rotorua Pound open to the public?

Not at the moment. The council has closed the pound to the public from October to the end of 2026 while it renovates. Do not visit. Phone 07 348 4199 about adopting, surrendering or reclaiming a dog. Owners collect impounded dogs from the Haupapa Street carpark at the main council building, between 12pm and 1.30pm on weekdays.

How much does it cost to adopt from the Rotorua Pound?

The 2026/27 re-homing fee is $245 for a female dog and $195 for a male dog. It covers a parvovirus vaccination, desexing and a microchip, and Central City Vets does the desexing. You also pay the annual registration: $125 for an urban dog or $90 for a rural dog, less an $11 rebate for a desexed dog.

How much does SPCA Rotorua charge?

SPCA New Zealand charges the same at every centre: $399 for a puppy under 5 months, $149 for a dog from 5 months to 8 years, and $75 for a senior dog 9 years and over. Each fee includes desexing, microchipping and vaccination, plus a $15 lifetime registration on the New Zealand Companion Animal Register and a $2.50 service charge.

What does the pound need from me to get my own dog back?

Photo ID, such as a driver licence or passport, and an eftpos or credit card, because cash is not accepted. From 1 July 2026 the first impounding fee is $100, plus $18 a day for food. The council also registers and microchips the dog if needed and takes a DNA sample. Ring 07 348 4199 before you go.

Do I need to register an adopted dog in Rotorua?

Yes. Under the Dog Control Act 1996 every dog over three months must be registered with its council, and registration in Rotorua is renewed each year by 30 June. A dog adopted from the pound is registered and microchipped at the time of adoption.
